2023

Following the first filed plans

In November 2023, the Block Association shared reports of development plans filed for 38 Gramercy Park and an adjoining Third Avenue site. The Block Association told neighbors it was following the proposals and would continue to advocate on their behalf.

That early notice begins the sequence of updates below. Later construction, tree-removal and replacement discussions developed from proposals that were still being monitored in 2023.

2024–early 2025

Understanding the proposal

A March 2024 letter introduced the development assembling 37 and 38 Gramercy Park East with properties on Third Avenue. The Block Association returned to the project in March 2025 after meeting the developer, Legion, to discuss limiting disruption and protecting the surrounding neighborhood.

Spring 2025

Demolition and the condition of the block

An April update relayed the developer’s plans for demolition on Third Avenue, including flaggers and dust-control measures. By June 17, the developer reported that the Third Avenue demolition was complete, while work at the Gramercy Park buildings continued.

In a separate June 3 letter, the Block Association raised litter, graffiti, tree-garden conditions and standing water near the crossing. The developer described a planned response.

July 2025

Street trees and a future replacement commitment

A July 1 letter explained that Parks had approved removal or relocation of five East 21st Street trees affected by construction. It also described protection for other nearby trees.

The developer’s stated replacement plan looked ahead to fall 2027 and trees of the largest size the City would permit.

A July 10 follow-up reported that the Block Association had raised neighbors’ objections and asked the developer to explore keeping the trees. The developer said it had found retention infeasible and scheduled Bartlett for the removal work. Replacement locations and numbers were still being developed around underground utilities and other constraints.

August 2025

Hours, access and the next stages

Late-August letters described demolition access from Third Avenue, debris removal and the changing scaffolding. The Block Association also reported negotiating a later weekend start, around 10 a.m., in response to neighborhood concerns.

The project team supplied a schedule extending into 2028. Later letters record how the work progressed.

November 2025

Protecting the streetscape during demolition

A November 13, 2025 update relayed the developer’s report that demolition at 37 Gramercy Park East and 38 Gramercy Park was complete. It also described planned removal of a remaining street tree and the developer’s replanting commitment.

Neighbors had raised the historic bishop’s-crook lamppost on East 21st Street as a particular concern. The Block Association reported that the developer had engaged a DOT-recommended vendor to remove and store the fixture to protect it from construction traffic, with restoration if needed and reinstallation after the project.

December 2025–January 2026

Making the crossing more visible

A December 15 letter reported installation of a convex mirror and warning signs at the difficult corner of East 21st Street and Gramercy Park East. Neighbors continued to identify blind spots, prompting another conversation with the developer.

January 2026

Acting on a difficult crossing

Neighbors continued to report blind spots at East 21st Street and Gramercy Park East. The Block Association took the concerns back to Legion, including questions about the construction shed and the angle of the safety mirror.

The January 13 follow-up reported a readjusted convex mirror, an additional barrier directing pedestrians toward the existing crosswalk, supplemental signs and removal of a jobsite viewing window that had encouraged people to gather at the corner. The developer had worked with DOT on the changes, according to the letter.

April 2026

Questions go back to the developer

Following an April project update, residents asked about working hours, noise and environmental remediation. The Block Association put the questions to Legion and circulated the responses on April 23.

The developer described its review of site activity and the progress of soil removal and groundwater and vapor-management systems.

August 2026

The structure rises

On August 6 the Block Association relayed the developer’s report that concrete placement had reached part of the sixth floor and that the temporary construction hoist was operational. The update also described work at street level and the Block Association’s attention to sanitation and rodent concerns.

When a later concrete operation continued into the night, neighbors reported the disruption. The Block Association contacted senior management, shared the explanation and asked for confirmation of after-hours permit coverage. Read the August 13 response.

September 2026

Helping neighbors plan

The September 16 notice described two planned weekend closures for utility connections on East 21st Street. The closures were announced for September 19–20 and 26–27, from 8 AM to 6 PM each day. Read the September street-closure notice.

What stays constant

Construction changes from month to month. The Block Association’s role is to keep a line open: gather residents’ concerns, take them to the project team and public agencies, and report back.
