After a concrete operation at 38 Gramercy Park continued late into Monday night, residents in several buildings contacted the Block Association. On Tuesday morning, the Block Association took the complaints directly to the project’s senior management at Legion Investment Group and requested an explanation for the community.
The developer acknowledged the disruption and said that stopping a structural concrete pour at that stage could compromise the work. The team reported that it was reviewing the sequence with its construction managers to reduce the likelihood of a repeat.
Those were the project team’s explanations, relayed by the Block Association; the Block Association did not independently certify the construction operation. The Block Association also asked the team to confirm the permit coverage for after-hours work.
The letter invited neighbors to continue reporting conditions affecting them—noise, hours, sanitation and sidewalk access. Residents’ emails and calls gave the Block Association specific concerns to raise with senior management.
The exchange illustrates what neighborhood advocacy looks like in practice: a local concern becomes a direct question, the response is shared, and unresolved points remain part of the conversation.
